Problem with this statement is that there's not just a set level of proficiency. Sure, it's probably easier to play guitar like The Sex Pistols than it is to make a beat like this, but there are plenty of simple beats and plenty of more proficient instrumentalists. There's no objective watermark, so it's impossible to judge.
