no, with a regular harmonic you rest your finger on the fret, strum the note but when yoi strum it you brush your finger up against the string and slightly let go

that trill harmonic is the same as resting your left hand on the strings without pushing down on the frets, tremolo picking, then sliding your fretting hand up the neck
