It's called Møllebukta, on the shore of the Hafrsfjord (near Stavanger). The statue is called Sverd i Fjell (Swords in Rock) and commemorates the Battle at Hafrsfjord in 872, in which Haralf Fairhair unified Norway into one kingdom. The different crowns upon the swords represent the three districts present in this battle.
