It's a lot like it shows in the video, except the video leaves out the discussion of caucuses, backdoor deals, whips, lobbyists, payoffs, graft, and tiny clauses pasted in by disgruntled congressional aides in the dead of the night. It skips the fact that most congressmen don't read the bills they're voting on, and often make decisions on what to vote for based on the appearance of doing something, no matter that what they're doing will make life worse for everyone. Congress is a fraud.
