there many views on this. is it raditon mutation from nagasaki unlikly but possibly. the tidal waves and earthquakes cuasing deep sea creatures to come higher up maybe. but i think its just that the "creatures" are from way deep down under farther then any sub and decied to come up and swim!

and for those who don't know, that specific fish between 55 seconds and 1:12 is a frilled shark, I believe that this specific footage is from the one they had in an aquarium in Japan a while back. Its a shark that was thought to be extinct, yet lo and behold, they're still swimming around :)
